The meeting was called to order by Board Secretary Joseph Barcellona at 7:00 p.m.

II.         Statement of Public Meeting Notice

 

            This was a Regular Meeting of the Board of Education of Bernards Township. 

            Notice of the time and place of this meeting was provided and copies of that

            resolution were forwarded to the official newspaper as designated by the

            Board of Education and to the Township Clerk and a copy of the notice was

            posted on the bulletin board of Cedar Hill Annex.

            BE IT RESOLVED that the Bernards Township Board of Education shall

            meet in closed session to discuss the following:  contractual issues; negotiations; and further

 

            BE IT RESOLVED that the matters discussed in closed session will be disclosed

            to the public as soon as and to the extent that such disclosure can be made without

            adversely affecting the public interest or without violation of the confidentiality of

            personnel.

 

On motion by Ms. Seitz, seconded by Ms. Winter, and approved by all present, the Board recessed into closed executive session at 7:37 p.m.

 

On motion by Mr. Koch, seconded by Ms. Winter, and approved by all present, the Board returned to public session at 8:00 p.m.

 

The Board reconvened the regular meeting in the Cedar Hill All-Purpose Room at 8:05 p.m.

XI.       Reorganization of the Board

 

BE IT RESOLVED THAT

 

1)         The Bernards Township Board of Education does hereby approve the designation of the Bernardsville News as official newspaper for the 2004-05 school year.

 

2)         The Bernards Township Board of Education does hereby appoint the firm of O’Neill and Lang as school district auditors for the 2004-05 school year.  This contract is awarded without competitive bidding as a “professional service” under the provisions of the local public contracts law as a recognized profession, licensed and regulated by law, and due to the technical and unique character of this field of endeavor wherein experience and knowledge cannot be practically measured.

 

3)         The Bernards Township Board of Education does hereby appoint the law firm of Sills Cummis Epstein & Gross as Board Attorneys for the 2004-05 school year.  This contract is awarded without competitive bidding as a “professional service” under the provisions of the local public contracts law as a recognized profession, licensed and regulated by law, and due to the technical and unique character of this field of endeavor wherein experience and knowledge cannot be practically measured.

 

 

4)         The Bernards Township Board of Education does hereby appoint Monica Butler as Public Law 504 Coordinator and Americans with Disabilities Act Coordinator, Regina Rudolph as Affirmative Action Officer, John Murray as New Jersey State Integrated Pest Management Coordinator, John Murray as Attendance Officer, John Murray as Qualified Purchasing Agent, and John Murray as Public Agency Compliance Officer and Public Employees Occupational Safety and Health Act Coordinator for the 2004-05 school year.

 

5)         The Bernards Township Board of Education does hereby appoint the Spiezle Architectural Group as the architectural firm of record for the 2004-05 school year.

This contract is awarded without competitive bidding as a “professional service” under the provisions of the local public contracts law as a recognized profession, licensed and regulated by law, and due to the technical and unique character of this field of endeavor wherein experience and knowledge cannot be practically measured.

 

6)         The Bernards Township Board of Education does hereby appoint the following brokers-of-record for the 2004-05 school year:

            LDP Consulting - Health insurance

7)         The Bernards Township Board of Education does hereby appoint Karen Musialowicz as Treasurer of School Monies for the 2004-05 school year at a salary of $6,500.

 

8)         The Bernards Township Board of Education does hereby adopt the bylaws, policies and job descriptions on file in the office of the Bernards Township Board of Education for the 2004-05 school year.

 

9)         The Bernards Township Board of Education does hereby adopt the previously approved Curriculum Guides and Textbooks for Grades K-12 on file in the Curriculum Office for the 2004-05 school year.

12)       The Bernards Township Board of Education does hereby approve the following statements which are reflective of the policy of the Board of Education and will be published at least annually in newsletters or related information publications of the Bernards Township Board of Education along with the names, addresses and phone numbers of the Affirmative Action Officer, the Public Law 504 Coordinator and the Public Employees Occupational Safety and Health Act Coordinator (PEOSHA) for the 2004-05 school year:

 

            “The Bernards Township School District offers all students and staff equal

Student Representative Greg Shurts remarked on the schedule for the senior class make-up of snow days and the student support for Relay-for-Life.  He reported on the preparation for the Senior Prom, the success of the first Junior Prom and noted that it was the first day of AP testing as well as the beginning of the fourth marking period.

WHEREAS the exterior windows at the Cedar Hill School, Oak Street School, and the Liberty Corner School have deteriorated to such a point as to effect the health, safety, and well-being of the students, and

 

WHEREAS a careful and thorough inspection and evaluation of the windows by the Spiezle Architectural Group have indicated that a complete replacement is necessary, and

 

WHEREAS the window replacement project is part of the district’s Long Range Facility Plan, and

 

WHEREAS the Spiezle Architectural Group has determined that the estimated cost for this project is $1,000,000, and

 

WHEREAS the window replacement project must be completed during a non-occupied time during the summer of the next three years

 

THEREFORE, let it be resolved that the Bernards Township Board of Education approves the replacement of the windows at the Cedar Hill School, Oak Street School, and the Liberty Corner School and, furthermore, submits plans and specifications to the Department of Education, Division of Facility and Transportation.

XVIII.  Public Forum on Other Than Agenda Items

 

Comments were made regarding the parking lots at Cedar Hill and Ridge High Schools.

Discussion followed on the air conditioning and window replacement at Liberty Corner School.  These items have been referred to the Finance Committee for study.
